ITU Botnet Mitigation Toolkit

ITU's ICT Applications and Cybersecurity Division (CYB) has launched a Botnet Mitigation Toolkit. Background Information on the ITU Botnet Mitigation Toolkit is now available online and may be accessed on the ITU ICT Applications and Cybersecurity (CYB) Division's Botnet page. APCAUCE joins Stop Spam Alliance

APCAUCE is now an associate partner of the Stop Spam Alliance. The StopSpamAlliance is a joint international effort initiated by APEC, the EU's CNSA, ITU, the London Action Plan, OECD and the Seoul-Melbourne Anti-Spam group. Four associate partners have joined the StopSpamAlliance in 2007; the other members besides APCAUCE being the Asia-Pacific Telecommunity, the Messaging Anti-Abuse Working Group and the Internet Society.
InternetNZ antispam code of practice

InternetNZ has released an Antispam Code of Practice jointly developed with the Telecommunications Carriers Forum and the NZ Direct Marketing Association.
The ISP Spam Code of Practice is complementary to the New Zealand government’s Unsolicited Electronic Messages Act in that it outlines the responsibilities of ISPs under a self-regulatory model. This was anticipated in the passing of the Act. It is planned that the Code will go live on the same date as the Act of 5 September 2007. It is also complementary to the Marketing Association’s Code of Practice for Direct Marketing, the TCF’s SMS Ant-Spam Code and the TCF’s Customer Complaints Code.
APECTEL/OECD spam and malware workshop, APECTEL 35 Manila

APECTEL and OECD concluded a joint spam and malware workshop held during the TEL 35 meeting at Manila. Speakers from government, industry and civil society were present. This is part of ongoing APECTEL and OECD cooperation against malware. [1]
Chinese authorities arrest virus authors

Police Monday arrested eight suspects involved in producing and disseminating a severe computer virus, according to Xinhua News Agency. Li Jun, a 25-year-old hacker from Wuhan, in Central China's Hubei Province, is accused of creating Xiongmao Shaoxiang (Panda burns joss-sticks), a worm that has hit millions of computers in the country since November 2006. Police said it was the first case related to the spreading of computer viruses in China.
Two spammers arrested in South Korea

Two men have been arrested in South Korea on suspicion of sending out 1.6 billion spam emails. South Korean authorities in Seoul claimed that the duo, both computer programmers, obtained personal and financial information from 12,000 victims which they then sold to other firms.

New Zealand select committee recommends change in anti-spam bill

One change suggests exemption of non commercial email such as political campaigns and school newsletters from the scope of the bill. The proposed amendments also drop the legal requirement that spam be reported to a customer's internet service provider before Internal Affairs could take action.
Other proposed amendments eliminate the distinction between emails whose prime purpose is commercial and ones that are primarily promotional, but which contain a commercial element, and lift a ban on possessing or supplying email harvesting software, but bans New Zealanders from using such software to send spam.
Viet Nam Ministry of Trade issues draft circular on spam

The Vietnamese Ministry of Trade hosted a seminar in Ha Noi to introduce a draft circular that guides trade promotion in the electronic media. The current draft has 12 provisions on commercial promotion using email, websites, mobile phones and text messages. The draft outlines punishments for Internet crimes, ranging from fines to criminal penalties. Potential financial penalties range from between VND1 million and VND20 million (USD 62.70 to 125.40).
ISC China to train 1000 email administrators in antispam

Starting in September 2006, the Internet Society of China will organize antispam training for a total of 1000 email administrators in provincial chinese networks.
ISC will issue a certificate to administrators who complete this course, and give them access to the email blocklists and whitelists operated by the ISC.
In addition, ISC will organize a platform for trainees and member companies to exchange their views on anti-spam work happening in China.
Australians to get free porn filters

Helen Coonan, the Australian minister for Communications, Information Technology and the Arts, announced that A$ 86 million would be spent to provide free pornography blocking software for Australian families.
Coonan stated. "All ISPs will also be required to offer filters to new and existing customers at no additional cost." ISPs will be rebated if they choose to offer filtering at a service provider level.

China's MII launches antispam campaign

Ministry of Information Industry (MII), Internet Society of China (ISC) and China Communications Standards Association (CCSA) launched a national anti-spam campaign on June 21, reports Nanfang Daily. An insider at ISC said MII has set up a hotline at 01-12321 for spam-related tip-offs and is preparing to send out one million anti-spam notices.
The report said that professional training will be offered for 1,000 email administrators and that 20,000 anti-spam volunteers will be recruited.

Japan and France to cooperate on anti-spam

A news release by the Japanese MIC announces the signing of a "Joint Statement between France and Japan, Concerning Cooperation in the Field of Anti-spam Policies and Strategies".
Particular areas of cooperation will include:
- Exchanging information about anti-spam activities such as anti-spam policies and strategies, as well as technical and educational solutions to spam, including mobile spam;
- Encouraging the adoption of effective anti-spam technologies and network management practices by French and Japanese Internet service providers and major business network managers, and further cooperation
between government and private sectors;
- Supporting French and Japanese marketers or bulk email senders in adopting spam-free marketing techniques;
- Identifying and promoting user practices and behaviours which can effectively control and limit spam and supporting the development of public relations and awareness campaigns for the multi-stakeholders to foster increased adoption of anti-spam practices and behaviours by end users in France and Japan;
- Cooperating to strengthen anti-spam initiatives being considered in international forums.

ITU Cybersecurity Gateway

ITU has unveiled a beta Cybersecurity Gateway portal site providing information on spam, phishing and cybersecurity issues. This was presented at a facilitation meeting organized by ITU, under WSIS Action Line C5 - Building Confidence and Security in the use of ICTs.

APECTEL 33 Symposium on Spam

APECTEL 33 was recently held in Calgary, and featured a Symposium on Spam and Related Threats, held on April 23-24 2006.
The conference presentations are available on the TEL 33 website. A report on the Symposium was presented to the eSecurity Task Group (eSTG) of APEC's Telecommunications and Information Working Group. The report contains session descriptions, opportunities for action from each session and eight recommendations arising out of the day and half panel discussions.
APCAUCE 2006 regional update and conference track

APCAUCE organized two events held during APRICOT 2006 in Perth, Australia.
The regional update session was focused on public policy and international cooperation. It featured speakers from government, industry and civil society organizations in the asiapac region and around the world sharing updates on antispam activities in their respective regional economies.
The conference track had technical and operational presentations that are of direct relevance to the community of network operators and email administrators who have to deal with spam issues on their networks on a day to day, "in the trenches" basis.
